Information wanted on Black Bear Hunting.

I'm looking for a place to hunt Black Bear and  or Mountain Lion next year.  I've checked out different Outfitters online and the rates they charge are massive and most places don't  even have a 80% sucess rate.  I don't mind paying for licences and the like, but not for trophy fees.  Can anyone point me in the right direction and give me a few pointers on how to plan my own hunt?
I'd rather be hunting.

I'm looking for a good Black Bear population area, I heard that Washington is a good spot.  If anyone knows of a betterone let me know! :)

Aussie Joe - I would think our Canadian friends would have the best hunts, but I found you  some info for the states as well.... Hopefully it will help you out.

Joe, have you decided yet on a bear hunting area? I used to hunt bear in Minnesota. LOTS OF BEAR THERE! You have a lot of public land to hunt, and don't need an outfitter, either. One thing I did like about hunting Minn., I saw a lot of bear, too.

Hi everyone. I'm new to the site and look forwrd to sharing outdoor expierences with you. I would also like to suggest to Aussie Joe that he would probably have 100% success with black bears in Ontario Canada. They are only hunted in the fall now since they cancelled the spring hunt. Because of the cancellation, we are lousy with them regardless of what the MNR and the so called experts say. Ther are lots of out fitters to choose from and have excellent accomodations. The problem is we don't have cougars... well maybe the odd one but they are protected. I hope this helps in your planning. Good luck
