I think there is just a lot of moose in Maine.  I know the Idaho too has nonresident.  The Maine moose hunt says 6-day-2 people $2,000.  Includes lodging, guide, and all transportation.   I read it in outdoor connection catalog.

Maine prices sound ok. You won't get a good mose hunt in B.C. for that. btw. several years ago I contacted a number of outfitters in the Canadian Prarie Provinces re White Tail hunts. They knew I was a Canadian and they still quoted me US Dollar prices.  At that time the exchange rate was brutal. As a rule I would not pay an outfitter in US currency if it was not a US located operation.
